Choice Cooper

HANO was one of nine agencies in the country that was awarded a Choice Neighborhoods Planning grant to develop a plan to address affordable housing, neighborhood needs, and resources for residents. The Choice Neighborhoods Planning Grant will bring together former B.W. Cooper residents along with current residents of Marrero Commons and the surrounding neighborhood to work with service organizations, businesses and non-profits to develop a comprehensive approach to transform the grant area and improve the lives of its residents. The CN program is focused on three core goals: housing, people and neighborhood. The transformation plan is slated to address education, public safety, health and employment.

Three Core Goals

Affordable Housing

The goal is to replace empty lots with high quality mixed income housing that is well managed and responsive to the needs of the surrounding neighborhood. HANO wants to work with public housing residents and neighbors to serve the neighborhood with not only affordable housing but mixed income housing.

Resources for People

The Transformation Plan will aim to improve outcomes of households living in the target housing area related to income and employment, health, and education

Neighborhood Amenities

This CNI planning process proposes to create the conditions necessary for public and private reinvestment in the distressed areas of the B.W. Cooper/Earhart to offer the kinds of amenities and assets, including safety, good schools, and commercial activity, that are important to families’ choices about their community.

and Housing

To achieve these core goals, HANO, along with partners, will develop a comprehensive neighborhood revitalization strategy, or “Transformation Plan.” This Transformation Plan becomes the guiding document for the revitalization of the B. W. Cooper lots into viable housing units, while simultaneously directing the transformation of the surrounding neighborhood and creating positive outcomes for families. HANO plans to garner broad civic engagement working with public and private agencies, organizations (including philanthropic and civic organizations), banks and financial institutions, and individuals to gather and leverage the financial and human capital resources needed to support the sustainability of the plan.
